The full explanation is long and off-topic, but I think one could make some certain money by finding someone dumb enough to take bets on RFC 4865 support being added to a significant fraction of mail servers within a decade.

The short version: it's a security nightmare, almost no one wants to use it, and no one capable of implementing it in a significant MTA wants to do so. A classic case of a "sympathetic magic" RFC.
