I'm afraid not. What you need is some way to take SMTP offline like it can be done for IMAP accounts or, maybe better, make SMTP quietly retry (like IMAP). I'll give it some thought.

One of the few cases where an Apple Mail architectural choice was uncommonly wise is loose binding between discrete SMTP/submission servers and POP/IMAP accounts. Outbound mail servers are properly independent of IMAP accounts, rather than appendages of them. That principle may be a useful starting point for thought.
