Ok. I fetched 5637 and set MmComposerMaximumNumberOfRecipientLines to
10. I still get only a single line, so the issue must be somewhere else.

As with Ed, the To: field auto-expands for me running 5637, and with

I have MM 5635 though (on El Capitan). MM says they are no updates,
so you must be running a re-release version. That would be good news

The To-Field still expands for me in 5637 and in 6137. I don’t
remember when that capability arrived, but I have had it for a long
time. Perhaps use this hidden preference to make sure that it is not
set to 1 line (somehow).
