I could not reproduce this. I'm not sure if it could be related to
macOS release, but also keep in mind that the drag destination point
is important, that is, you have to drag to a specific horizontal area
to get the drag destination line to show up. That might feel like you
have to drag to the left, but that depends on where you started the
drag.
(I'm actually not sure why this is the case and it could be considered
a bug.)
Yes, you're right that it depends on where you start. I notice now that
if I click and hold on the icon for a source, I can drag it straight up
or down and things work. But if I click and hold on the name, I have to
drag it to the left to get things to work.
