I’m on r6292 and imho MM is behaving as you described.
When creating a new mail in a maximised viewer-window a new tab is
created for this new mail.
It is also possible to get a new message in a tab by holding the option
key while selecting the "File->New Message" menu option. It does not
work as a key equivalent because cmd-opt-n opens a new list viewer.
