Which TLD is responsible for the most incoming SMTP abuse (on a percentage basis) varies by where you make the observation and when you make it. No one observation point (or any one set of observations points) or one observation period is sufficient to say which is the "most" abused. I know: I've been measuring this sort of thing for many years and carefully studying not only the patterns, but the differences in patterns. That said, .cc certainly makes the long (and growing) list of candidate TLDs that some operators of some mail systems can add to the reject list, as long as they have a FP detection/reporting mechanism and can make point exceptions.
