Unfortunately, automated bounce handling to know what means "no more mails
will ever go to this address" vs "some other mail might work" is not an
exact science.

Ie, mailman gets confused at DMARC rejects.  The bounce handling when I
worked on Y!Groups was very complicated, and involved sending periodic test
messages over months.  The bounce handling for Google Groups doesn't send
test messages, it instead piggybacks on the regular messages going to the
group, but it can still be fooled by specific types of bounces after the
first hop.

Also, an ESP may or may not share the bad email message information between
different clients.  I can imagine arguments in both directions on that that
are independent of "money" costs (if you're making all your money by
charging to send messages that bounce, you don't have a sustainable
business model)
