Hello.

I'm wondering if there's anyone here who can point me to a definitive
answer on the meaning of the following error message, seen when sending to
an Office 365 hosted domain:

550 5.4.1 ...@... Recipient address rejected: Access denied
[DM3NAM06FT012.Eop-nam06.prod.protection.outlook.com]

But they don't seem to quite cover it, as for most of my customers, they'll
get the above error message on some, but not all, messages to a given
domain.​

My goal here is to figure out if this is a signal that a given user does
not wish to receive mail from a sender, and therefore should be suppressed,
or if it's another example of some sort of configuration issue, as cited on
the first linked page.
