Ah, so it's a Danish thing, not actually GDPR.

There's a reason GDPR itself never actually says "use encryption". It just says that encryption is something you may decide to use if it's technically possible and you feel it's appropriate. For email, it's arguable that it's not technically possible to enforce the use of encryption - because even if only 5% or so won't be deliverable in that case, that's a LOT of emails.
