No, that's how a record with more than one string appears in a master
file. The quotes are delimiters in master file syntax, and are in the
TXT record.

Once again, any SPF implementation that can't handle multiple strings
in a TXT record is badly broken. This SPF record is quite long but
looks well formed to me.
