I don't think that is true..
As a provider for hundreds of Telco's and ISP's across North America, I
think we understand the challenges in both cases..
If the inbound server can detect that it is spam, it is easier for the
outbound server to do so, they have better insight and more data about
the behavior of the senders etc..
It is more about being afraid to adopt policies, because it might affect
a paying customer (sic, since most are not paying customers in your case)
But rejecting an outbound email because it is badly formed, should be a
normal course of action. And the trend will be even bigger this year to
hold operators responsible for content coming out of their networks.
This isn't an old argument, from 20 years ago when the big cable
companies had all the spammers on residential networks, before blocking
port 25 became the norm.
But seriously, the sheer volume of obvious spam from Gmail is getting
out of hand, especially when it is phishing or scam templates that have
been in use for many years.
Was going to include today's sampling.. but..
PS, when is Gmail going to stop using POP for their users to access an
external mailbox.. just a complaint I am passing on, as of course ANY
transmission of passwords plain text should not be happening
