That is intentional/by design. The source is inside 40.95.0.0/16 which is their "relay pool". It is documented here - https://docs.microsoft.com/microsoft-365/security/office-365-security/high-risk-delivery-pool-for-outbound-messages. Scroll down to the relay pool subheader and read up more about it.
