I think you are correct.
The SOA for the network address (9.136.174.in-addr.arpa.) is
ns1.arpnetworks.com resolution to which (ns[123].arpnetworks.com
NS) seems to have failed at that approximate time. Odd that the
forward and reverse responses were contemporaneously impaired.
