Is there a mailadmin of the “Bundesnetzagentur / bnetza.de” around here ? Or

I just tried from my home IP address (Deutsche Telekom) and the connection was
rejected, but from my root server @Hetzner I could connect.
So they seem to have a very restrictive whitelist?
