[mailop] TBTB: TLS Reporting really works

When I set up the DNS record to enable TLS reporting, I thought it would be 
somewhat useless.  Instead, I keep getting useful advice from Google.  So 
useful that I decided to share the script I use to discriminate useful from 
useless reports.
