No, that's due to commercial policies of the companies. Nothing to do with PMTU-blackhole in that case. It's been like it for years. (And btw, MTU issues with PMTU blackhole mean that the connection can succeed but delivery fails - so using a short connection timeout does not help). In any event, even without any of these problems, it is easily possible to have an outage which affects only one of v4+v6.
