It is entirely possible that with carrier grade NAT, the outbound traffic of an 
entire broadband provider might go out from a very few IPs. And if these IPs 
also carry traffic from a spammer who is abusing GMX outbounds ..

Do they really? Are you completely certain it is not a combination of
factors? In any case, it is something you need to discuss with people
who are actually in positions to do something about it.
