A relatively simple workaround is to attach the message to a new
message, rather than "Forward". This preserves headers, and
is much more useful when reporting issues to postmasters, ...

You've identified the other workarounds. The solution is of course to
get hired by Microsoft to fix the problem and author a fix. :-)
