I presume some wires are getting crossed.

It is true that you can have an Android phone without a Google Login.

You can use any phone as 2FA via SMS, including a logged out Android phone.
Or any device that supports a VOIP number.
Or any device that can run a TOTP authenticator app.
None of these require Google login.

There is also support for using an Android device as a 2FA where the device
prompts you
to approve a login attempt.  That does require the device to have Google
Play Services
and you to be logged into it.
