How and where were you able to open a ticket with Microsoft?

When I try to open a ticket (as an ISP which also has an BGP peering
with Microsoft), I get told it's not possible as only Microsoft
customer can open a ticket, so the recipient shall open a ticket.

But when the recipients opens a ticket, he gets an answer like 'Tell
your ISP to open a case with microsoft via:
https://support.microsoft.com/en-us/office/sender-support-in-outlook-com-05875e8d-1950-4d89-a5c3-adc355d0d652'
which does not tell how to open a case either.
