It's important to remember that Sendgrid was acquired >5 years ago.  They used 
to be very good, very white hat (in fact we certified their email reputation 
back then..it's telling that once they were acquired... we stopped).

As happens with so many email platform acquisitions, once they were acquired by 
Twilio their abuse department was eviscerated, most of the good anti-abuse 
people who were there are no longer there*, and it's all about the financial 
return on the investment made in acquiring them. (*There is one person that I 
know of who is still there, who is still very white hat, and I don't envy them 
trying to boil that ocean.)

This of course is no excuse, it's an explanation.  

When someone comes to us for email sending reputation certification, if they 
are on Sendgrid we..well...let's just say that we counsel them.  If they have a 
dedicated IP address and are following all best practices, we will certify 
them, but we also educated them quite bluntly about collateral damage.
