Yes, they unblocked my IP. IIRC I sent an email to postmaster.

There was no need for that in my case. Although, the whois should
include an abuse address for both domain and IP net.

I heard that, but they didn't require that in my case (I didn't ran a
webserver then). Just set up a contact page, they can't proof
postal address anyway.

Snail mail isn't a quick electronic way. IRC, Matrix, Telegram would
be. I assume those are just crappy regulations to repel tickets.
