What is SPAM for one, can be HAM for another one, and vice
versa, in other words, the term SPAM is not well/precise defined...

I know near nothing about google's internals, but on my system
i have central SPAM filter and each user has its own personal
filter, thus one message with two recipients can be delivered to
inbox of one and to junk of other user... It works even vice versa,
if central filter marks message for junk delivery, personal filter
can decide to deliver it to inbox of particular user...
