Microsoft deliverability "support" will ALWAYS reply that they don't see anything that would prevent your ip from delivering to them. They run by a strict playbook that involves straight up lying to you for several steps (nothing is wrong, we have fixed it but just wait 24 hours... etc) before they attempt to do anything at all to fix anything (if they ever do)
