Some feedback on the issue in case others face the same.

The customer whose emails got rejected re-opened the case at Microsoft
and pressured theme to come up with a solution as the emails being
rejected did not match how direct-send was supposed to work.

It turned out the issue was that something got wrong with a recent
Exchange update on the tenant operating the sending domain. Microsoft
fixed the issue and now external emails sent from an SPF permitted
external ip range with the domain of an Exchange tenant do not get
rejected by all other exchange customers with: "Direct Send not allowed
for this organization from unauthorized sources" anymore.
