Please submit the a copy of the resume and your rate requirements by 11.30am EST Tuesday December 16, 2008. * * *Position:* System Assurance Quality Control Analyst *Location:* New York, NY (NYC FISA) *Duration:* 12 Months *Rate:* $45-47hr The primary role of the *Systems Assurance / Quality Control Analyst *is to focus on the integrity of the City's Financial Management System (FMS2/3) -- the accuracy of the input, the transaction processing, and the output -- to ensure that data and reporting is accurate, complete, and timely. The System Assurance Quality Control Analyst will focus their work on application and operational aspects of Advantage 3.x – a governmental ERP package (similar to JD Edwards, PeopleSoft, SAP). The candidate will work closely with the vendor in order to acquire knowledge and experience with the Advantage application. The *SA/QC Analyst* for the *Financial System* will work with the City's *functional *SME's in Accounting Budgeting, and Procurement to ensure acceptable and auditable financial data practices, as well as City specific financial policies and directives incorporate appropriate "application controls" for a financial management system and maintains the integrity of data. The SA/QC Analyst will: · Review the baseline and assist in the creation of custom financial system application system assurance processes, reports, and controls to verify the system meets acceptable and auditable data practices to ensure timely, current, accurate, and accessible information. · Create and execute test scenarios / test cases to appropriately test system assurance reports and analysis processes. · Identify and analyze the key data sets, data relationships, and database tables that drive the *integrity of the financial data and financial* reporting. · Determine the appropriate system checks and balances to maintain the integrity of that key financial data, and define the requirements for a comprehensive set of System Assurance reports to identify any inconsistencies or out-of-balance conditions. · Perform daily production system report reviews that include the analysis of system assurance reports and determining if errors were the result of issues encountered during nightly processing or further investigation assistance is required by the FISA Business Team needs to occur to identify and resolve out-of-balance conditions. · Track and report the status of SA/QC issues, and as necessary escalate issues. System Assurance controls and daily analysis will occur predominantly in the following areas: · *FMS/3 Transaction Processing Flow, * -- that transactions are entered completely and accurately, processed properly, updating the database correctly, and generating accurate output reports and files; · *FMS/3 Integration with FMS/2* – that appropriate transactions are accurately transmitted, presented, processed, and recorded in the database of the master system/system of record; and · *FMS/3 Integration and Interfaces with External System *– appropriate transactions are accurately transmitted and presented, in the correct system of record for processing and recording. The Client is willing to train the individual in Advantage 3.x application administration if said person has a background with ERP solutions or in production quality control, or extensive experience in data analysis. Mandatory Requirements: 1. 3 to 4 years of PeopleSoft or SAP or a comparable ERP experience 2. BA degree in MIS, computer science, accounting, finance or related field from a recognized college or university 3. Demonstrated knowledge of IT "application control" 4. Strong analytical skills 5. 3 years of experience performing data reconciliation or data analysis to ensure data quality / data integrity OR 3 years of experience in information systems audit and assurance 6. Ability to work independently with minimal direction or supervision. 7. Strong written and verbal communication skills Desirable Experience: 1. Work experience in accounting processes and practices 2. Proficient in database skills (e.g., SQL, MS-Access, etc.) and MS-Excel for the analysis and reconciliation of data 3. 3 year experience in accounting or financial control processes preferably for an ERP financial management system 4.
