*Project Plan Lead Description*
The Project Plan Lead must be an Executive Level Manager with health care
background with demonstrated operational plan and project plan development
and management experience in cross-entity or agency initiatives. More
specifically, the Project Plan Lead profile will include:
o No less than 10 years professional experience in health care (Required)
o Project plan development skill set (identifying tasks, issues, risks, and
inter-dependencies) (Required)o Project management leadership experience in
health care setting (such as hospital, payer, clearinghouse, public agency)
(Required)
o Experience developing operational plans (Required)
o Project experience integrating technology into business operations to
achieve compliance with laws / regulations while facilitating cultural and
workflow changes (Required)
o Project experience with diverse stakeholders, competing priorities and
unstated political differences of opinion (Required)
o Project management experience in complex, far reaching, multi-faceted
health care initiatives(Required)
o Experience in federal reporting and/or grant reporting (Highly Desired)
o Experience with Commonwealth project management methodologies(Highly
Desired)
o Experience managing projects across agencies in a public sector
organization (Highly Desired)
o Experience communicating with stakeholders at all organizational levels

o Familiarity with the national health information network objectives and
more specifically, the ONC and the ARRA HITECH provisions (Highly Desired)

The Governor?s Office of Health Care Reform (GOHCR) is expecting to receive
federal funding to aid in the creation of the Pennsylvania Health
Information Exchange (PHIX). The federal funding vehicle is a Cooperative
Agreement Program with the Office of National Coordinator (ONC) within the
Department of Health and Human Services. Although the funding is to span 4
years, the majority of the work and funding is to be spent in the years 1
and 2.
There are specific milestones and performance measures tied to the funding
draw down that will be negotiated with ONC. This includes creation and
subsequent approval of strategic and operational plans. There are five broad
domains in the project spanning governance, financing, technical
infrastructure, technical and business operations and legal / policy.
Assistance is needed in preparing a multi-year, robust operational plan to
guide the PHIX implementation and ultimately, the ability to draw down the
funds.
