** Project Manager* *Location : Carson City , NV* *Duration : 8+ months* *Rate : open * *Locals are preferred.* *Skill :* *EXPERIENCE AND SKILLS REQUIRED* *Consultant must have:* 1.1 Five (5) years of large scale information technology (IT) implementation project experience. 1.2 Two (2) years of Project Management (PM) leadership experience on large scale information technology projects. 1.3 Successful project team experience on IT projects. 1.4 Demonstrated experience in multiple phases of the software development life cycle. 1.5 Experience participating in and contributing to Joint Application Design (JAD) sessions. 1.6 Ability to analyze and resolve difficult logic and process issues. 1.7 Effective documentation, verbal and written communications skills. 1.8 Ability to communicate difficult concepts to technical and non-technical staff. 1.9 Ability to communicate succinctly and accurately in both written and verbal English. 1.10 Ability to work independently and in a team environment. 1.11 Ability to direct, monitor and manage multiple project tasks and related staff assignments. 1.12 Familiarity with IT standard documentation and best practices. 1.13 Demonstrated ability in analytical and planning skills. 1.14 Professional behavior. 1.15 Two (2) years of proven project management methodology and tool experience. 1.16 Experience with two (2) or more of the following products one of which must be MS Project: 1.16.1 MS Office Suite 1.16.2 MS Project 1.16.3 MS SharePoint 1.16.4 Borland Caliber Analyst (Caliber DefineIT, CaliberRM) 1.17 Demonstrated ability in four (4) or more of the following project manager competencies: 1.17.1 Scope Definition 1.17.2 Communications Planning 1.17.3 Resource Planning 1.17.4 Schedule Development 1.17.5 Risk Management 1.17.6 Project Monitoring 1.17.7 Project Budget Management 1.17.8 Work Breakdown Structure (WBS) 1.17.9 Change Control and Configuration Management 1.17.10 Project Reporting 1.17.11 Activity Definition and Sequencing 1.17.12 Project Execution and Control 1.18 Capability to perform the functions described in Section 16, Scope of Work. 2. EXPERIENCE AND SKILLS DESIRED 2.1 Use of Clarity / Open Work Bench for tracking project tasks, resources and work production progress. 3. PROJECT SPECIFIC SKILLS REQUIRED 3.1 Project management experience for one (1) or more of the following business applications: 3.1.1 Unemployment insurance tax and/or benefit processing 3.1.2 Accounts Payable, Receivable and/or Financial Accounting 3.1.3 Case management, appeals and/or fraud detection 3.1.4 Tax collection, management and accounting and/or insurance claim processing 3.1.5 Federal, State and managerial reporting 4.
