personally, i think they screwed up with the fundamental design of IPS. [in multiple areas] My opinion, is that if we put in enough effort into improving SVR4 for the things that it really lacks (by our use of extending it through class action scripts, for example), that one day, IPS will be the NIS+, compared to pkgadd's NIS.
