Since GNU make is a fundamental FSF package, with copyright owned by them, etc. I wouldn't feel right about moving it off of Savannah without their permission, and I don't think this is a sufficiently compelling reason to move. If Mercurial were to be supported on Savannah then I guess that's another possibility that I'd consider, of course.
