You'll probably have to call the batch-file vcvars32.bat first, located in "C:\Program Files\Microsoft Visual Studio .NET 2003\Vc7\bin\" or whatever it is for your version.
The batchfile sets the correct paths and environment variables to use the Visual Studio executables (compiler, linker, etc) from the command line.
