It appeared that latest MakeMaker things broke Win32 build (and I think other non-Unix 
platforms, as of perl@11148).

Where PERLRUN is defined?
As I see PERLRUN is empty, and, for example, rule

.xs.c
        $(PERLRUN) xsubpp bla-bla

successfully calls perl on xsubpp because of she-bang line, and will not call it if OS 
does not recognizes it.
