Right. I always turned it off during development and turned it on
again for shipping. My then 166 MHz laptop would have been fast
enough, but the VMS people were suffering from the slow MakeMaker and
enjoyed the quicker Self- or Autoloaded one.

It's for systems that have no shebang support at all. I don't know how
many of these are still around, but 10 years ago there were many.
