I don't see where it says that.  It seems to say that modules installed
by the local administrator should be solely under /usr/local/.  But
anyway...

I agree with this principle.  If there are settings stored in the Config
hash then it's MakeMaker's job to follow them however screwed up they
may be.

Sorry, I didn't quite grasp the meaning of these install* variables.  If
Debian is setting them strangely, that's their problem.
