The snapshot with the following patch timestamp:

passes all tests with a recent maint snapshot of Perl on OpenVMS Alpha 7.3-1.
There are some problems on OpenVMS Alpha 7.1 and with older Perls.
With Perl 5.6.1 there is a lot of yelping about the inability to
locate File::Spec::splitdir, which is odd since it appears that it
was available in 5.6.1.
With a recent maint snapshot on VMS 7.1, everything passes except
basic.t, which is probably just suffering from the age-old directory
depth problem that has been fixed and rebroken more times than I can
count. I'll try to look into it later but details appear below.
