Who are these people and why are they doing Bad Things to MakeMaker?
If there's some bug they're trying to work around I'd like to know about
it.  If they're just playing with a virtual backhoe for no good reason
they should stop.

You don't have to, you can just upgrade MakeMaker into your own local
library.  You can get a copy at search.cpan.org/dist/ExtUtils-MakeMaker
and install it with 'perl Makefile.PL PREFIX=~' to put it into your
home directory.  It should go somewhere in ~/lib.  Then you set the
PERL5LIB environment variable to point at that directory and voila!
