Looking at merging the configure_requires branch:

Is this really anything more than syntax sugar for...
META_ADD => {
configure_requires => { ... },
}
Should it do anything more?
I guess any sort of checks on the requirements is kind of moot, either
Makefile.PL is going to work or its not.
Thoughts?
