Unfortunately, CPAN-testers machines aren't *quite* "clean" - they
generally rely on, for example, up-to-date CPAN.pm, plus a few others,
and their dependencies.
I keep a few different builds of perl around in a guest account on one
of my testing machines, which people like you are welcome to use -
contact me off-lists for the details.
It's not an automated smoker, but it's the next best thing.
