should just be able to stop the server, upgrade and restart the new
server.

PS - i didn't know i needed a new mySQL for the new Mantis either
until one of you told me. I don't see any installation notes on the
site, for 1.1.0. Seems more difficult to find items now.
The requirements were updated, but we could probably do with some
help generating Release Notes.
