In Mantis 1.1.1 you can report issues through a SOAP webservice, but not through email. The web server is under api/soap under your Mantis root folder. For example: http://www.mantisbt.org/bugs/api/soap/mantisconnect.php?wsdl
You can use the MantisConnect project to get client libraries + sample apps in .NET, Java, Cocoa, and PHP.
