MySQL 4.1+ is required since Mantis 1.1 due to the introduction of the

If you really can't upgrade your MySQL server installation, so you can 
use the version 1.0.8: 
http://sourceforge.net/project/showfiles.php?group_id=14963&package_id=166159

There is a lot of benefits since version 1.0.8, so I strongly recommend 
you to use the 1.1+ series if you can upgrade.
