There is no option to enable this.  We have some options here:
1. Implement this natively based on the PHP extension that does that.

2. Implement this in PHP based on some simple metrics + configurations.

3. Add an plugin event to allow evaluating a password for some policy
enforced by the plugin.  For example, minimum length, not based on a
dictionary word, hasn't been used before, etc.

My preferred option is 3.
