Can't you just re-assign the issue? What do you me by "responsibility"? The way we do it now is that managers and above can re-assign an issue. So, if I am going on vacation, my manager can re-assign an issue that was assigned to me. Please clarify your question, especially about "responsibility" and "passed on".
