Quod tamen, ne forte erret lector minus peritus, numquam licentia (quam dicunt) poetica fit: in omnibus enim istis versibus Troia adiectivum est ab eo quod est Troius derivatum, vel feminini generis et numeri singularis, ut puta cum dicit poeta Troia mater, Troia pubes, vel neutrius generis et numeri pluralis, ut puta cum Troia arma, Troia castra; verum enimvero, ubicumque Troia nomen urbis est, per duas syllabas effertur.

Any advice?

Remember that vowel + final m is elided before initial vowel or h, and that
Troia here is an adjective and not a noun: the line scans (| = division
between feet, || caesura)

prae-d(am)ad|ser-va|bant. || huc | un-di-que | Tro-i-a | ga-za

spondee, spondee, spondee, dactyl, dactyl, and final spondee with short
syllable in place of long.
