The provider can do insert/delete/update (at least the code is there, untested). It can't create new data stores. However, the OGR driver obstacle is there, like Frank points out.

Matt, Not that I'm aware of. Note that there are two levels at which things are read-only as I understand it. The fdoogr provider is read only. And the OGR Personal Geodatabase driver is read-only.
