For some users, the Sheboygan sample download would appear as a .zip
instead of a .mgp because of the way that Internet Explorer handles
content type and file extensions.  

If you unzipped it, it would look like it contained data, but if you
renamed the .zip file to .mgp, you could import it as a package.

Does the sample download have a package now? It only used to have the
data in directories (e.g. as after loading a package) that could be
copied to the mapguide site.
