the openlayers stuff supports 1.2

It works very well on openlayers, this is where i took the most omportant piece
of code...
The only difference is when there is more than one server , openlayers choose
randomly witch one to use.
This could end up loading the same tile more then once.
I implemented a modulus on the tile row instead of random. So a tile will have
always the same urls.
