You can select the features, and use that as a "highlight".
A more elaborate and customizable method would be
to create two layers, based on the same data source.
Layer A will be normal, and layer B will display all features highlighted.
The set the filter for layer B to:
ID = 7
and the filter for layer A to:
NOT (ID = 7)
The effect will be that the feature with ID = 7 will appear highlighted.
