You have a corrupt/broken repository.
The easiest way to fix this, is to restore a backup of the repository.
If you know what file/folder is the culprit you can either delete it, or
upload a correct header.
You can obtain a header from any of the working resources.
You cannot use Maestro or any other tool that I know of to get this working,
instead you must manually use the web form:
http://localhost/mapguide/mapagent/mapagent.fcgi
Try to use "EnumerateResources" to figure out what resource/folder is
broken,
then use GetResourceHeader to get a working header, and SetResource to
upload the working header.
Again, its much easier to just restore a backup MGP or whatever backup
you have.
