I'm guessing you downloaded the file with internet explorer,
and have disabled showing known file extensions in windows.

So the file is actually named "Sheboygan.mgp.zip", and it
must be "Sheboygan.mgp". If it appears to have the
correct name, make sure that windows displays known
file extensions.
